I saw this in an empty house yard recently. The outbuilding downpipe is feeding into this watering can which is acting as a sort of water butt for garden watering purposes.
However, it is not clear how you will actually lift the watering can when full as the downpipe feeds right into the bottom of it.
Time for a rethink perhaps.
