Viewed from a ladder this flat roof has all sorts of problems but suprisingly it doesn’t seem to be leaking.
Standing rainwater means there is inadequate or probably no drainage. Broken slabs or stones laid on the felt suggest it is lifting and they are positioned to hold it down.
You don’t need me to tell you this roof needs replacing.
