Although there is no clear evidence of damp staining externally the plant growth shows the wall is damp. The source is probably a leaking rainwater fitting.
Moisture of this nature in brickwork and masonry can cause dry rot as well as spoiled decorations and blown plaster. Repair work could be costly.
This needs investigating and costing urgently.
